PNP, NORWEGIAN POLICE SEAL ANTI-OSAEC PACT

The Philippine National Police (PNP) has strengthened the country's fight against Online Sexual Abuse and Exploitation of Children (OSAEC) after forging a landmark cooperation agreement with the Norwegian Police Service, expanding intelligence-sharing, law enforcement collaboration, and joint efforts to pursue transnational offenders who exploit children across borders.

The strengthened partnership was formalized through the signing of a Memorandum of Understanding (MoU) between PGen Jose Melencio C. Nartatez Jr., Chief of the Philippine National Police, and Lars Erik Alfheim of the Norwegian Police Service on July 2, 2026, at Camp Crame, Quezon City. The agreement establishes a framework for sustained cooperation to prevent and combat child sexual abuse and exploitation, particularly crimes with transnational dimensions, while promoting the protection of children's rights in accordance with national and international laws.

Under the agreement, both police organizations will strengthen intelligence and information sharing, expand law enforcement cooperation, enhance training and capacity-building initiatives, and deepen operational collaboration in detecting, investigating, and prosecuting offenders involved in OSAEC and other forms of child sexual exploitation.

The agreement builds on months of sustained engagement between the two police organizations. As early as April 2026, the Norwegian Police Service delegation led by Deputy National Police Commissioner Lars Erik Alfheim, together with Norwegian Ambassador Christian Halaas Lyster, visited the Philippines for a series of official engagements with the PNP. The visit included a dinner reception hosted by the Norwegian Embassy, a courtesy call on Police General Jose Melencio C. Nartatez Jr. at Camp Crame, and visits to the Philippine Internet Crimes Against Children Center (PICACC), Women and Children Protection Center (WCPC), Anti-Cybercrime Group (ACG), and the Philippine National Police Academy (PNPA) to strengthen institutional cooperation and exchange best practices in combating online child exploitation.

The April engagements underscored the shared recognition that crimes involving child sexual abuse and exploitation have become increasingly transnational, requiring stronger international cooperation, timely intelligence exchange, and sustained collaboration among law enforcement agencies. These discussions laid the groundwork for the formal partnership signed in July.

PGEN Nartatez emphasized that protecting children demands a united international response against criminal networks operating beyond national borders.

"Those who exploit children know no borders, and neither should our resolve to stop them. This partnership strengthens our ability to identify offenders, share intelligence, and bring them to justice," the PNP Chief said.

He likewise reaffirmed the PNP's unwavering commitment to safeguarding ng Filipino children from exploitation.

"Hindi natin hahayaang gamitin ang teknolohiya para sirain ang kinabukasan ng ating mga kabataan. Pananagutin natin ang bawat salarin at patuloy nating poprotektahan ang bawat batang Pilipino,” he added.

Following the signing of the agreement, the PNP has directed its concerned units, particularly the Women and Children Protection Center, Anti-Cybercrime Group, Directorate for Intelligence, and other operating units, to maximize the partnership by strengthening intelligence collaboration and working closely with their Norwegian counterparts in disrupting transnational child exploitation networks.

As the PNP strengthens international partnerships to protect children from online exploitation and other transnational crimes under the directive of President Ferdinand R. Marcos Jr., it assures the public of "Bagong PNP para sa Bagong Pilipinas: Serbisyong Mabilis, Tapat, at Nararamdaman."

PNP SEIZES OVER ₱21 MILLION WORTH OF SUSPECTED SHABU IN PASAY, ORMOC OPERATIONS

The Philippine National Police (PNP) sustained its intensified campaign against illegal drugs after separate operations in Pasay City and Ormoc City resulted in the confiscation of more than ₱21 million worth of suspected shabu.

In Pasay City, personnel of the NAIA Inter-Agency Drug Interdiction Task Group intercepted an inbound parcel at the DHL Express Philippines Cargo Haus Building, Custom Bonded Warehouses on July 8, 2026. The package, which arrived through an international shipment, was found to contain around 2,102 grams of suspected shabu with an estimated standard drug price of ₱14,293,600.00.

The intercepted parcel was reportedly shipped by a Cambodian national identified as the shipper, while a consignee from Imus City, Cavite was indicated in the shipment details. The confiscated items are currently under the custody of the PDEA Laboratory Service, National Headquarters, Quezon City for proper documentation, examination, and disposition.

Meanwhile, in Ormoc City, Leyte, police operatives conducted a buy-bust operation on July 9, 2026, in Barangay South, which led to the arrest of a suspect identified through an alias. Recovered during the operation were approximately 1,029 grams of suspected shabu with an estimated standard drug price of ₱6,997,200.00, along with the buy-bust money and other non-drug items.

The operation was conducted by the Ormoc City Police Station 1, Regional Police Drug Enforcement Unit 8, and the Philippine Drug Enforcement Agency Regional Office 8.

Chief PNP, Police General Jose Melencio C. Nartatez Jr., lauded the operating units and partner agencies for their continued cooperation in disrupting the illegal drug supply chain.

“Ang mahalaga po dito ay mapigilan natin ang pagpasok at pagkalat ng ilegal na droga sa ating mga komunidad. Every successful operation means preventing more people, especially the youth, from being affected by this illegal activity,” PGEN Nartatez said.

The Chief PNP said these accomplishments reflect the PNP’s commitment to the Focused Agenda, particularly under Enhanced Managing Police Operations, through stronger coordination, intelligence-based operations, and timely response against threats to public safety. NO. 8 REGIONAL MOST WANTED PERSON ARRESTED IN GUIMARAS FOR TWO COUNTS OF R**E BY SEXUAL ASSAULT

The Philippine National Police (PNP) continues its intensified efforts against wanted individuals as police authorities arrested a regional and provincial-level most wanted person during an operation conducted in Barangay Alaguisoc, Jordan, Guimaras, on Thursday, July 9, 2026.

Arrested was alias “Renan,” 39, a fish vendor and resident of Iloilo, who was identified as the No. 6 Provincial Most Wanted Person of the Iloilo Police Provincial Office and No. 8 Regional Most Wanted Person of Police Regional Office 6.

The arrest was carried out by personnel of the Criminal Investigation and Detection Group (CIDG) Guimaras Provincial Field Unit, as the lead unit, with the support of the Jordan Municipal Police Station, through a manhunt operation.

The arrested individual was apprehended by virtue of a warrant of arrest issued by the Regional Trial Court Branch 68 in Dumangas, Iloilo, for alleged violations of Article 266-A, Paragraph 2, in relation to Article 266-B of the Revised Penal Code (R**e by Sexual Assault), as amended by Republic Act No. 8353, in further relation to Republic Act No. 7610, involving two counts. The court set bail at PHP 200,000 for the two counts for temporary liberty.

Following the arrest, the individual was brought to the CIDG Guimaras Provincial Field Unit for proper documentation and appropriate legal proceedings.

PNP RESPONDS TO REPORT, RECOVERS FIREARM FROM MINOR IN SOUTH COTABATO

The Philippine National Police (PNP) has recovered an issued service firearm from a 16-year-old student after police responded to a report of an individual allegedly carrying a handgun along the National Highway in Barangay Poblacion, Tupi, South Cotabato, on July 7, 2026.

According to the report submitted by Police Regional Office 12, Tupi Municipal Police Station received information from a local government employee regarding a male student allegedly carrying a handgun in the area. A police patrol team immediately responded and intercepted the individual.

The 16-year-old student was found carrying a 9mm pistol with two magazines containing live ammunition.

Initial investigation disclosed that the recovered firearm was an issued service firearm belonging to a family member who is an authorized firearm holder. The firearm was allegedly accessed by the minor without the owner’s knowledge or consent.

The student was immediately brought to the Tupi Municipal Police Station, referred to the Women and Children Protection Desk (WCPD), and was later turned over to the custody of the Municipal Social Welfare and Development Office (MSWDO) of Tupi for proper intervention and appropriate disposition.

Appropriate legal action is being pursued in coordination with concerned authorities following the recovery of the firearm.

Chief PNP Police General Jose Melencio C. Nartatez Jr. reminded licensed firearm holders and their families to strictly observe proper storage and handling of fi****ms to prevent unauthorized access and possible accidents.

“Ang pagkakaroon ng baril ay may kasamang malaking responsibilidad. Hindi sapat na ito ay lisensyado lamang; dapat tiyakin din na ito ay ligtas na nakatago at hindi maaabot ng mga walang awtoridad na gumamit, lalo na ng mga kabataan,” PGen Nartatez said.

The Chief PNP also called on parents and guardians to remain vigilant and actively guide their children, particularly by maintaining open communication and being aware of their activities and surroundings.

“Sa mga magulang at tagapag-alaga, mahalaga ang patuloy na paggabay at pakikipag-usap sa ating mga anak. Ang simpleng pag-alam kung nasaan sila at kung ano ang kanilang ginagawa ay malaking hakbang upang maiwasan ang anumang hindi kanais-nais na pangyayari,” he added.

The PNP likewise appealed to the public to immediately report any information involving unauthorized possession, carrying, or improper handling of fi****ms.

“Ang kaligtasan ng komunidad ay responsibilidad ng bawat isa. Makipagtulungan tayo sa mga awtoridad upang mapanatiling ligtas ang ating mga tahanan at pamayanan. Ang bawat impormasyong maibabahagi sa pulisya ay maaaring makatulong upang maiwasan ang trahedya,” CPNP Nartatez emphasized.

PNP CYBERCRIME DRIVE GAINS GROUND: 303 ARRESTED, 38 VICTIMS RESCUED IN THREE MONTHS

The Philippine National Police Anti-Cybercrime Group (PNP ACG) recorded significant accomplishments in its continuing campaign against cyber-related offenses, arresting 303 individuals and rescuing 38 victims during its operations from April to June 2026.

The arrests were made through various law enforcement efforts, including the implementation of court-issued warrants, entrapment operations, and cybercrime investigations. Of the total, 101 individuals were arrested through warrants, 137 through entrapment operations, 64 through Warrants to Search, Seize, and Examine Computer Data (WSSECD), while another individual was intercepted during a rescue operation.

To strengthen its preventive and investigative measures, the PNP ACG conducted 6,845 cyber patrol operations to monitor online activities, identify possible threats, and support the immediate response against cybercrime incidents. The Group also completed 220 digital forensic examinations, providing technical assistance in the investigation of cyber-related cases.

The unit likewise implemented various cyber-related court orders during the period, including six Warrants to Search, Seize, and Examine Computer Data (WSSECD), one Warrant to Examine Computer Data (WECD), and 369 Warrants to Disclose Computer Data (WDCD).

Chief PNP Police General Jose Melencio C. Nartatez Jr. said these accomplishments highlight the importance of proactive and technology-driven policing in addressing crimes that continue to evolve with the changing digital landscape.

“Ang paglaban sa cybercrime ay hindi lamang tungkol sa paghuli ng lumalabag sa batas. Mahalaga rin ang mabilis na pagtugon, pagprotekta sa mga biktima, at pagtulong sa publiko na maging mas ligtas online,” Police General Nartatez said.

He added that the PNP will continue to enhance its capabilities and strengthen partnerships with other government agencies and stakeholders to ensure that law enforcement remains responsive to the needs of the Filipino people.

PNP TRACKS DOWN FOUR REGIONAL MOST WANTED PERSONS IN NATIONWIDE OPERATIONS

The Philippine National Police (PNP) continues to strengthen its campaign against wanted individuals following the successful arrest of four Top Most Wanted Persons in separate operations conducted across the country on July 7, 2026.

The coordinated efforts of police units from different areas led to the apprehension of individuals wanted for cases involving statutory r**e, murder, r**e, and violations of special laws, with all operations conducted through the implementation of valid warrants of arrest and adherence to proper procedures.

In Baguio City, police authorities arrested a 45-year-old Filipino identified as the No. 1 Most Wanted Person of Police Regional Office-Cordillera in connection with alleged violations of Republic Act No. 10883 and two counts of violation of Batas Pambansa Blg. 22.

In Saint Bernard, Southern Leyte, a 48-year-old Filipino listed as the No. 1 Most Wanted Person of Police Regional Office 8 was also apprehended in relation to a r**e case.

Meanwhile, a 22-year-old Filipino identified as the No. 2 Most Wanted Person of Police Regional Office 5 was arrested in Iriga City, Camarines Sur, in connection with a murder case.

In Cebu City, a 23-year-old Filipino listed as the No. 3 Most Wanted Person of Police Regional Office 10 was arrested for four counts of statutory r**e.

PNP TIGHTENS FUGITIVE HUNT, SECURES REGION 8’S MOST WANTED FOR MULTIPLE COUNTS OF R**E

The Philippine National Police (PNP), under the leadership of Chief, PNP, Police General Jose Melencio C. Nartatez Jr., arrested Region 8’s Most Wanted Person for multiple counts of r**e during a manhunt operation conducted on July 5, 2026, along Ramon Chavez Street, Barangay 28, Cagayan de Oro City.

The arrested suspect, identified only by the alias “Totoy,” is a 48-year-old Filipino male driver from Saint Bernard, Southern Leyte. He was apprehended by virtue of a Warrant of Arrest issued on January 29, 2024, for multiple counts of r**e under Article 266-A, paragraph 1, in relation to Article 266-B of the Revised Penal Code, as amended by Republic Act No. 11648, with no bail recommended.

The successful operation was conducted by personnel of the 2nd Southern Leyte Provincial Mobile Force Company (2nd SLPMFC). Following his arrest, the suspect was brought to Police Station 2 of the Cagayan de Oro City Police Office for documentation and proper disposition before his turnover to the court of origin.

PNP RECOVERS NINE FI****MS, ARRESTS ONE AFTER GENERAL SANTOS CITY SHOOTING INCIDENT

The Philippine National Police (PNP) arrested an individual and recovered nine fi****ms during a hot pursuit operation following a shooting incident in Barangay Labangal, General Santos City, on Wednesday, July 8, 2026.

Police Station 2 of the General Santos City Police Office responded to a reported land conflict that resulted in a shooting incident in the morning. Upon arrival, responding officers secured the area and found a male security guard who sustained a fatal gunshot wound.

A joint operation was immediately launched by personnel from Police Station 2, City Intelligence Unit, City Mobile Force Company, SWAT, and City Drug and Intelligence Management Unit to locate the individuals allegedly involved in the incident.

During the pursuit operation in Purok Mudia, Barangay Labangal, police encountered a group of individuals believed to be connected with the incident. One individual, identified by the alias Mohammad Kidto, 35 years old and a resident of General Santos City, was arrested.

A search conducted after the arrest resulted in the recovery of nine fi****ms from his possession, consisting of seven shotguns and two semi-automatic shotguns. The recovered fi****ms were secured for proper examination and documentation, while follow-up operations continue to identify and locate the other individuals allegedly involved.
