ZNUT DEMANDS RESTORATION OF ORIGINAL RURAL HARDSHIP ALLOWANCE CRITERIA.

The Zambia National Union of Teachers (ZNUT) has called on the government to revert to the original definition of a rural area when determining eligibility for rural hardship allowances.

ZNUT General Secretary Muvwanjilanji Siwila says the presence of mobile network coverage, banks, hospitals and other infrastructure should not be used as a basis for denying teachers the allowance.

Speaking to PTV2 News, Mr. Siwila says rural hardship remains an entitlement for teachers serving in difficult environments and that the government should maintain the criteria that have traditionally been used to classify rural areas.

He says challenges have arisen due to differing interpretations of what constitutes a rural district, resulting in some teachers being excluded from the allowance despite working under similar conditions as those who continue to benefit.

Mr. Siwila has noted that factors such as the location of District Education Board Secretary offices and the established classification of districts should continue to guide the payment of rural hardship allowances.

He has further argued that the availability of infrastructure should not automatically disqualify teachers from receiving the benefit, citing Chisamba District as an example of how defining rural areas based solely on accessibility can be problematic.
