NBI-PNP-DENR OPERATION HALTS ILLEGAL MINING IN LIBONA, 7 FOREIGNERS ARRESTED

Illegal mining activities in Libona, Bukidnon, were brought to a halt following a police-assisted operation that led to the apprehension of several foreign nationals and the seizure of millions worth of copper ore and mining machinery.

The raid, carried out on February 9, 2026, in Zone 6, Sitio Manlauyan, Brgy. Gango, uncovered a vast underground tunnel used for mineral extraction, as well as heavy equipment including dump trucks, backhoes, large generator sets, and processing plants. Commercial explosives were also found without proper permits, indicating potential use for blasting. Seven Chinese male nationals were taken into custody.

The operation was led by the National Bureau of Investigation (NBI) NEMRO 10, with coordination from the Mines and Geosciences Bureau (MGB), Department of Environment and Natural Resources (DENR), and the Libona Municipal Police Station. PNP Explosive Ordnance Disposal (EOD) units played a vital role in safely clearing commercial explosives, demonstrating the police’s commitment to public safety.

Aligned with its PNP Focused Agenda—a comprehensive program designed to make police service proactive and people-centered—the PNP demonstrated Enhanced Managing Police Operations in high-risk field operations, ensuring discipline, safety, and operational integrity.

For 2026, the Philippine government has committed a record-breaking ₱1.224 trillion budget for the education sector, making it the top priority for the remainder of President Marcos Jr.'s term.

The "Big Shift" in 2026
To fund this massive push, the government is moving money away from flood control projects to focus directly on students and schools. This is the first time the Philippines has met the global UNESCO standard for education spending, which is at least 4% of the country's Gross Domestic Product (GDP).

Key Programs & Goals:

The budget is divided among several major agencies to address specific issues:

- DepEd (₱928.52 Billion): Focusing on building 24,000 new classrooms and hiring over 65,000 new teachers and staff to reduce workloads.
- ARAL Program (₱9 Billion): A new tutoring initiative designed to help 6.7 million students who are struggling with reading, math, and science.
- Higher Education (₱168.99 Billion): Split between State Universities and Colleges (SUCs) and CHED to support free tuition and new scholarships like the "Bagong Pilipinas Merit Scholarship".
- TESDA (₱20.24 Billion): Expanding technical-vocational training and scholarships for up to 700,000 learners.

Why This Matters Now?

- Addressing Shortages: As of December 2025, the Philippines faced a shortage of 145,000 classrooms.

- Student Welfare: The budget doubles the funding for School-Based Feeding Programs to ₱25.6 billion to fight child malnutrition.

🤯Marami ang nalilito kung bakit 'South China Sea' pa rin ang tawag sa ibang mapa kung may 'West Philippine Sea' na tayo? At ano ba talaga ang mas mahalaga, IHO o UNCLOS?

🥸Halina't talakayin natin sa simpleng paraan ang dalawang ito.

1. UNCLOS (United Nations Convention on the Law of the Sea):
👉Ito ang tunay na may "ngipin." Ito ang batas na nagsasabing ang Pilipinas ay may Sovereign Rights sa yaman ng dagat: isda, langis, at gas, sa loob ng ating 200-nautical mile EEZ (Exclusive Economic Zone).

👉Kahit ano pa ang itawag mo sa dagat, sa ilalim ng UNCLOS, ang yaman sa West Philippine Sea ay para sa mga Pilipino.

2. IHO (International Hydrographic Organization):
👉Sila naman ang "cartographers" o gumagawa ng international maps. Ang layunin nila ay safety of navigation o para hindi maligaw ang mga barko.

👉Sa ngayon, "South China Sea" pa rin ang nasa IHO charts dahil ito ang kinikilalang pangalan para sa buong rehiyon. Hindi ito usapin ng pagmamay-ari, kundi label lang sa mapa.

KATANUNGAN: So papaano yan, talo ba tayo dahil hindi 'West Philippine Sea' ang tawag ng IHO?

KASAGUTAN: HINDI. Ang pangalan (IHO) ay label lang. Ang karapatan (UNCLOS) ay batas. Parang kalsada lang 'yan: kahit 'Highway' ang tawag ng lahat, kung ang titulo ng lupa sa gilid nito ay nakapangalan sa'yo (UNCLOS), sa'yo ang lupang iyon.
